In the predawn hours of August 27, 2018, in Washington, D.C., the life of 36-year-old Tony Lamont Payne Jr. was tragically cut short. The male victim was discovered in the 3900 block of Pennsylvania Avenue, SE, suffering from multiple gunshot wounds. Emergency services transported him to a local hospital, but his injuries proved to be fatal.
