In the early morning hours of March 7, 2019, the quiet of a Washington, D.C. neighborhood was broken by the discovery of a young man's body. At approximately 3:27 a.m., officers from the Metropolitan Police Department's Seventh District were dispatched to the unit block of Halley Place, Southeast, following a report of a man down.
