On the night of April 7, 2018, the life of 24-year-old Kelby A. Ramos, a male from Brockton, Massachusetts, was tragically cut short. Just after 10 p.m., Brockton Police were flooded with multiple 911 calls reporting the sound of gunfire on Woodlawn Avenue. Responding officers arrived to a grim scene where a vehicle had crashed into a tree. The car showed damage consistent with a shooting, and inside, they discovered Ramos suffering from gunshot wounds.
He was rushed to Good Samaritan Hospital, but his injuries proved fatal, and he was pronounced dead.
Kelby, a Brockton native born on November 1, 1993, was a graduate of Brockton High School. He was known by friends and family as someone who was always smiling and who loved his family, especially his young daughter. His interests included working on cars, repairing computers, and drawing. His sudden and violent death prompted an immediate and intensive investigation by the Brockton Police in conjunction with Massachusetts State Police Detectives assigned to the Plymouth County District Attorney's Office.
For more than two years, the investigation into the shooting continued. Then, in December 2020, a breakthrough was announced. A Plymouth County Grand Jury handed down indictments against Samuel Mathieu, then 24, of Brockton, formally charging him in connection with Kelby Ramos's death. The charges against Mathieu were severe, including one count of Murder, Possession of a Firearm, Carrying a Loaded Firearm, and Discharging a Firearm within 500 Feet of a Dwelling. At the time the murder indictment was issued, Mathieu was already being held in custody on unrelated federal charges.
