On January 27, 1998, Officer Colleen Ann Waibel of the Portland Police Department was tragically shot and killed in the line of duty. The incident occurred when Officer Waibel and another officer attempted to arrest Stephen Douglas Dons, a 37-year-old individual, for operating a marijuana-growing operation at his residence.
