Wilbert 'Billy' Butler, a 27-year-old resident of Portland, Oregon, lost his life to gun violence on September 17, 2017. The incident occurred at a party held in an apartment located off Southeast 28th Avenue. According to reports, Butler had attended the party on the night of September 16, where he was fatally shot.
