Frank Falcon-Delgado, a 45-year-old Hispanic male, was killed on December 16, 2021, in a violent home invasion in Tigard, Oregon. The incident, which also claimed the life of 26-year-old Lacy Kitchens, unfolded around noon at an apartment complex near the intersection of Southwest Greenburg Road and 95th Avenue. Officers responded to reports of a shooting and found both Falcon-Delgado and Kitchens deceased at the scene.
The investigation swiftly identified Ronald Terry Stephens, age 42,
as the suspect. It was determined that Stephens, Kitchens' ex-boyfriend, had driven to her apartment, forced his way inside, and kicked in her locked bedroom door. Inside, he found Kitchens with her new boyfriend, Falcon-Delgado, and shot them both twice in the head with a 9mm handgun, resulting in their instant deaths. After the shootings, Stephens kicked in the bedroom door of Kitchens' roommates with the intent to harm them as well, but they managed to hide in a closet and were unharmed.
Stephens fled the scene but was apprehended later that same night. His capture occurred at a Fred Meyer store in Sandy, Oregon, where he was with his fiancée. Forensic evidence, including Kitchens' blood on Stephens' shoe and video surveillance, placed him at the scene of the crime. The investigation also uncovered a prior incident two weeks earlier, where Stephens had burglarized the same apartment in search of Kitchens and Falcon-Delgado, and had kidnapped and menaced the roommates with a firearm.
In May 2023, a Washington County jury convicted Ronald Terry Stephens on multiple charges, including two counts of first-degree murder, two counts of attempted first-degree murder, and two counts of first-degree burglary. On July 5, 2023, he was sentenced to two consecutive life sentences without the possibility of parole. During the trial, Stephens' fiancée, Jaquina Shelonda Anderson, failed to appear as a witness after being subpoenaed, and a warrant was issued for her arrest. Authorities learned that Stephens had orchestrated her avoidance of law enforcement from jail.
