Wesley Clayton Frame Jr., a 29-year-old White male, was serving as a conservation officer with the West Virginia Department of Natural Resources when an ordinary enforcement matter turned deadly on November 10, 1978, in the Peterstown area of Monroe County. Frame had been with the agency for about one year and was also a U.S. Navy veteran.
