On a crisp autumn day in Peterstown, West Virginia, the life of a dedicated conservation officer was tragically cut short. Wesley Clayton Frame, a 29-year-old Caucasian male, was shot and killed on November 10, 1978, near Rick Creek. A U.S. Navy veteran who had been with the West Virginia Division of Natural Resources for a year, he was supervising a man who had been ordered to clean up debris from a stream.
