Janet Elaine Garrett, a 48-year-old resident of Oak Hill, West Virginia, tragically lost her life on April 16, 2017. Born on January 8, 1969, in Keokuk, Iowa, to Carroll Sue Toney Lively and the late James H. Garrett, Sr., Janet was a homemaker and a graduate of Oak Hill High School, class of 1988.
