In the quiet community of Burlington, West Virginia, the life of Donald L. Rutter, a 32-year-old White / Caucasian male, was tragically cut short on November 18, 2019. On that Monday morning, he was discovered deceased at his residence on Beaver Run Road from gunshot wounds. The grim discovery was part of a double murder, as a second victim, 25-year-old Destiny C.
