In the quiet community of Burlington, West Virginia, the life of Donald L. Rutter, a 32-year-old White / Caucasian male, was tragically cut short on November 18, 2019. On that Monday morning, he was discovered deceased at his residence on Beaver Run Road from gunshot wounds. The grim discovery was part of a double murder, as a second victim, 25-year-old Destiny C. Foster, also from Burlington, was found at the scene. Foster was transported to a hospital but succumbed to her injuries shortly after.
The investigation into the violent deaths of Rutter and Foster was a collaborative effort involving the Mineral County Sheriff's Department, the Potomac Highlands Narcotics and Violent Crimes Task Force, and the Jefferson County Special Response Team. Their joint efforts quickly led to a breakthrough in the case. The day after the bodies were found, on November 19, 2019, authorities apprehended the first suspect.
Jimmey Lee Lambert, 33 years old at the time, was taken into custody at a home in Shenandoah Junction, located in Jefferson County, West Virginia.
A second suspect was arrested a few days later, on November 21, 2019. Michael Paul Duncan, who was 29, was apprehended by Hampshire County sheriff's deputies in Capon Bridge. Both Lambert and Duncan were subsequently charged with two counts of first-degree murder for the shooting deaths of Donald Rutter and Destiny Foster. Following his arrest, Lambert was held without bail. The motive for the double homicide was not immediately released by the authorities as the investigation continued to unfold.
