On a summer afternoon in Muscatine, Iowa, the life of 43-year-old Teresa Rowan, a White female, came to a tragic and violent end. On June 29, 2013, police were dispatched to her residence at 806 Oak St. following a report of a disturbance. Upon their arrival at approximately 3:16 p.m., the responding officers heard the chilling sound of multiple gunshots emanating from within the home.
