Jill Robinson, a 52-year-old Caucasian woman, was a dedicated code enforcement officer for West Valley City, a suburb of Salt Lake City, Utah. On the morning of August 9, 2018, she was carrying out her duties, making a routine follow-up visit to a residence with a history of code violations. The homeowner, 64-year-old Kevin Wayne Billings, had a long history of code enforcement issues dating back decades. On this day, the situation escalated tragically.
