Jill Robinson, a 52-year-old Caucasian woman, was a dedicated code enforcement officer for West Valley City, a suburb of Salt Lake City, Utah. On the morning of August 9, 2018, she was carrying out her duties, making a routine follow-up visit to a residence with a history of code violations. The homeowner, 64-year-old Kevin Wayne Billings, had a long history of code enforcement issues dating back decades.
On this day, the situation escalated tragically.
As Robinson arrived at the property located on Wendy Avenue, she was ambushed by Billings in his driveway. He shot her and then proceeded to set her work vehicle on fire with gasoline. In a further act of violence, Billings also set his neighbor's house ablaze, believing they were the ones who had reported him to the authorities. The neighbors were able to escape the fire, but tragically, their six dogs and two cats perished in the flames.
Emergency services responded to the chaotic scene, but Jill Robinson's injuries were fatal. The Salt Lake City Police Department, being an outside agency as Robinson was a West Valley City employee, handled the homicide investigation. The investigation led to the swift arrest of Kevin Wayne Billings on suspicion of aggravated arson, murder, and other charges. Witnesses reported seeing a man with a walker near the burning truck who then fired a gun.
In May 2019, Kevin Wayne Billings pleaded guilty to aggravated murder. He was sentenced to life in prison without the possibility of parole. During the legal proceedings, it was revealed that Billings had called Robinson to his home after receiving notices to clean up his yard, where he then ambushed her. Despite the conviction and sentence, one of Robinson's daughters expressed that she didn't feel justice had truly been served, as her mother was not given a choice in how she died. Jill Robinson was remembered by her family as a loving mother of four and a doting grandmother, a "Super-Mom" who was a constant source of comfort and kindness. Her dedication to her community was honored by West Valley City, which renamed its Community Preservation Building as the Jill Robinson Memorial Building.
