On August 9, 2018, Jill Lanette Robinson, a 52-year-old code enforcement officer for West Valley City, Utah, was brutally murdered while performing her duties. Robinson had been working for the city for 10 years and was a mother of four.

The suspect in her murder is Kevin Wayne Billings, a 64-year-old resident of West Valley City. Billings had been issued a notice by Robinson two weeks prior to the incident, informing him that his yard and unregistered vehicles were in violation of city ...Read More
