In the city of Waterbury, Connecticut, the life of 30-year-old Luis Guncay, a male laborer, was cut short on the night of October 8, 2013. He was standing outside of his home at 221 Wood Street, in a neighborhood characterized by closely built homes, when he was struck by a single bullet from a handgun shortly before 10 p.m. This violent act marked the city's first homicide of the year.
