On a warm August evening in Waterbury, Connecticut, 59-year-old Helena Vargas was helping her sister by delivering food for the family's restaurant, the Golden Wok. A resident of Waterbury for three decades, the Hispanic mother and grandmother was known for her infectious smile and willingness to help anyone in need.
