In the early hours of a Friday morning in Hartford, Connecticut, the life of Melvin Baskerville, a 58-year-old Black male, was tragically cut short. On March 15, 2019, at approximately 1 a.m., the city's ShotSpotter system detected the sound of gunfire in the Clay Arsenal neighborhood, drawing police to a building at 114 Mather Street.
