In the pre-dawn hours of June 20, 2020, the life of 27-year-old Luis Nelson Perez of Naugatuck, a Hispanic male, was tragically cut short in New Haven, Connecticut. At approximately 2:55 a.m., the sound of gunfire pierced the quiet of the Hill neighborhood, prompting a ShotSpotter alert and a flood of 911 calls that drew police to Elliot Street, between Sylvan and Davenport Avenues.
