In the early evening of October 7, 2020, the sound of gunfire shattered the quiet of Walnut Avenue in Waterbury, Connecticut. Responding to reports of shots fired at approximately 6:42 p.m., police and emergency medical services arrived to a chaotic scene. They discovered 27-year-old Hispanic male, Luis Robert Vasquez, unresponsive in the driver's seat of a 2020 Kia Optima.
The vehicle had sustained significant front-end damage and its airbags were deployed, having crashed into a fire hydrant and a parked, unoccupied car. The car itself bore the marks of the violence that had just occurred, with evidence of damage from bullets. Vasquez had suffered a gunshot wound to his torso and other injuries to his head. Despite the immediate response of paramedics, he was pronounced dead at the scene.
The subsequent investigation by the Waterbury Police Department quickly turned into a homicide case. The Connecticut Office of the Chief Medical Examiner later confirmed that the cause of death was gunshot wounds to the torso. Detectives found shell casings on the ground in a driveway in the 100 block of Walnut Avenue, a key piece of evidence in their search for who was responsible for the death of Luis Vasquez. The investigation pointed towards 24-year-old Jacob Morales as a suspect, and an arrest warrant was issued just two days after the incident, on October 9, 2020. Police considered him to be armed and dangerous.
A month later, on November 9, 2020, a coordinated effort between Waterbury detectives and the U.S. Marshals Service led to the apprehension of Jacob Morales at his residence on South Main Street. During his arrest, authorities discovered a significant quantity of illegal narcotics, including 164 bags of crack cocaine and 300 bags of heroin, along with a scale and a handgun with an altered serial number. This led to a host of additional charges on top of those for the murder of Vasquez. He was initially held on a $2 million bond. Further investigation into the homicide led to a second arrest on February 17, 2021. Hector Morales, 27, was also charged in connection with the death of Luis Vasquez. Though they share the same last name, the two suspects are not related. Hector Morales was held on a $1 million bond.
