On a Saturday evening in Fayetteville, Arkansas, 27-year-old police officer Stephen Paul Carr was on duty, serving the community he had sworn to protect for two and a half years. The date was December 7, 2019, and as night fell, Officer Carr was sitting alone in the driver's seat of his patrol vehicle, parked behind the Fayetteville Police Department.
He was patiently waiting for his partner to return from inside the station, a routine moment in the life of a patrol officer assigned to the city's entertainment district.
The calm of the evening was shattered at approximately 9:40 p.m. in an unprovoked and sudden act of violence. A man, later identified as 35-year-old London Phillips, approached the driver's side of the patrol car. Without warning, Phillips opened fire, shooting Officer Carr in the head. The attack was swift and brutal, an ambush that left the young officer with fatal injuries. He was remembered by his colleagues and community as a 'gentle giant' who was calm, fair, and dedicated to his dream of being a police officer.
Inside the police station, fellow officers heard the gunshots and immediately rushed outside. They discovered the grave situation and saw an armed suspect, Phillips, in the vicinity. The officers pursued him into an adjacent alleyway, where a confrontation and an exchange of gunfire ensued. During this confrontation, the responding officers shot and killed Phillips.
Emergency medical personnel were dispatched to the scene, but their efforts were in vain. Both Officer Stephen Carr and the suspect, London Phillips, succumbed to their injuries at the scene. The Fayetteville Police Chief later described the killing as a cowardly act, stating it appeared the suspect had come to the parking lot with the intention of killing an officer. The investigation into the incident was to be handled by the Washington County Sheriff's Office and the Federal Bureau of Investigation.
