In the early morning hours of December 15, 2024, a vehicle fire on Green Hill Road in New Church, Virginia, led to a grim discovery. First responders, initially called to the scene around 7:15 a.m. for a vehicle and brush fire, found the body of 30-year-old Warren Thomas Fosque III, a male resident of Horntown, in a nearby wooded area. He had sustained apparent gunshot wounds and was pronounced dead at the scene. The Norfolk Medical Examiner's Office later ruled his death a homicide.
Fosque, known to his loved ones as 'Juice,' was a father to a 10-year-old son and was described as a talented mechanic who was passionate about cars and deeply committed to his family. He had traveled to the Eastern Shore, his home, to celebrate his sister's birthday, never imagining it would be his last visit.
The investigation into Fosque's death continued for several months. In April 2025, authorities announced the arrests of two individuals in connection with the case. Ceonta Jamar Kellam, a 34-year-old from Machipongo, was charged with first-degree murder, use of a firearm in the commission of a felony, burning or destroying personal property, willfully concealing physical evidence, and possession of a firearm by a convicted violent felon. Destiny Monique Taylor, a 26-year-old from New Church, was charged with accessory after the fact to felony murder, accessory after the fact to felony arson, and willfully concealing physical evidence.
On March 28, 2025, a multi-jurisdictional Grand Jury indicted both Kellam and Taylor. The indictments were initially sealed to ensure the safety of the arresting officers. Court records indicated that evidence presented to the grand jury included information from summoned witnesses. Kellam, who was on supervised probation at the time of the murder, maintained his innocence to authorities. In October 2025, the murder case against Ceonta Jamar Kellam resulted in a mistrial. The investigation into the death of Warren Thomas Fosque III is ongoing.
