In the early evening of December 15, 2024, tragedy struck inside a local business on Hull Street Road in Richmond, Virginia, where 38-year-old James Owens, a Black male, was found deceased. Richmond Police officers responded to reports of a shooting at approximately 5:36 p.m. and discovered Mr. Owens suffering from an apparent gunshot wound. Despite the immediate response and medical attention, his life could not be saved, and he was pronounced dead at the scene.
