On January 31, 2023, at approximately 11:46 p.m., Philadelphia Police officers responded to reports of a person with a gun on the 2600 block of North 13th Street. Upon arrival, they discovered 36-year-old Samuel Rosario-Gonzalez lying in the street, suffering from multiple gunshot wounds, particularly to his abdomen.
