In the early morning hours of March 8, 2023, the quiet of a York, Pennsylvania neighborhood was shattered by a grim discovery. Responding to a call for a cardiac arrest in the 700 block of Kelly Drive around 7 a.m., city police officers found 19-year-old Jandel Jamil Cruz, a Hispanic/Latino male, lying unresponsive outside. It was quickly apparent that this was no medical emergency. The York County Coroner's Office was summoned and pronounced him dead at the scene at 7:55 a.m.
