A late-night birthday celebration in West Philadelphia turned into a scene of chaos and violence, ending the life of 19-year-old Kevin July. The young man, a resident of Kensington, was attending what has been described as an unpermitted block party on the 500 block of North Creighton Street in the Mill Creek neighborhood during the early morning hours of a Saturday in August. The mood was reportedly festive for much of the night, with a large crowd gathered for the occasion.
