Rafael Popeye Santiago, a 41-year-old male of Hispanic ethnicity, tragically died on October 5, 2014, in Philadelphia, PA. Santiago was found in a pool of blood in a second-floor bedroom of his home on Holly Road in Northeast Philadelphia.
