In the late summer afternoon of August 4, 2023, tragedy struck in Newport News, Virginia, when 31-year-old Kevin Hughes was shot and killed. The incident occurred around 2:17 p.m. in the 400 block of Nelson Drive. When police officers arrived at the scene, they found Hughes suffering from a fatal gunshot wound. Despite the efforts of first responders, he succumbed to his injuries at the location.

A significant breakthrough in the case came on Sunday, November 5, 2023, with the arrest of 30-year-old John Quamaine Peden of Newport News. Peden was taken into custody and faced a series of serious charges in connection with the death of Kevin Hughes. These charges included second-degree murder, possession of a firearm by a convicted felon, use of a firearm in the commission of a felony, reckless handling of a firearm, and discharging a firearm. The arrest brought a sense of resolution to the community and the investigators who had diligently worked on the case. Newport News Chief of Police, Steve Drew, publicly thanked the community, his officers, and the detectives for their combined efforts, and acknowledged the role that technology played in identifying and apprehending the suspect.
