On a Sunday night in Richmond, Virginia, the life of 23-year-old Robert Feggins was tragically cut short. On October 29, 2023, at approximately 9:02 p.m., police were called to an apartment complex in the 2200 block of Ruffin Road following reports of a shooting. Upon arrival, officers discovered a chaotic and grim scene in the courtyard.
