On October 29, 2023, at approximately 9:02 p.m., Richmond Police responded to reports of a shooting at an apartment complex in the 2200 block of Ruffin Road. Upon arrival, officers discovered two individuals with gunshot wounds: 23-year-old Robert Feggins and an adult female.
