On a Monday afternoon, March 6, 2023, the life of 16-year-old Izaiah Carter, a Black male, was tragically cut short in Baltimore, Maryland. A student at Patterson High School, Carter was fatally shot in the head at the nearby Joseph E. Lee Park on East Pratt Street. He was rushed to a hospital where he was pronounced dead. Friends and family remembered the JROTC cadet as a kind, shy, and goofy young man with a strong family support system.
He worked at a restaurant where his father was a chef, and his mother frequently checked in on him.
The investigation into Carter's death quickly led authorities to a suspect, 23-year-old Roger Alexander Alvarado-Mendoza. With the help of witness information, police tracked Alvarado-Mendoza to southern Texas, where he was apprehended on March 21, 2023, while attempting to flee the country. He had a prior arrest record in Baltimore and Florida. Following his arrest, Alvarado-Mendoza was extradited back to Baltimore to face charges for the murder of Izaiah Carter. Though a motive for the shooting was not publicly disclosed by police, investigators believe it followed a dispute.
In July 2025, Roger Alvarado-Mendoza entered an Alford plea to a charge of first-degree murder. In an Alford plea, a defendant does not admit guilt but concedes that prosecutors have enough evidence to secure a conviction. He was sentenced to life in prison with all but 45 years suspended. During the legal proceedings, it was revealed that an informant told police that Alvarado-Mendoza had admitted to shooting and killing "a black kid in Patterson Park" and disposing of the weapon in a body of water. Carter's family expressed their satisfaction with the sentence, though they were disappointed at not receiving an apology or an explanation for why their son was killed.
