In the late hours of a Thursday evening, the parking lot of the City View Bar and Grill in Woodlawn, a suburb of Baltimore, became the final scene in the life of 54-year-old Frank Eubanks Jr. On June 1, 2023, the white male was a regular patron at the establishment, known to the staff simply as Frank. As he was getting into his vehicle, a gunman who had reportedly been lying in wait, opened fire, striking Eubanks.
The shooting, which occurred around 10:25 p.m., was described by sources as a targeted attack. Police responded to reports of an unconscious person and found Eubanks suffering from a gunshot wound. He was rushed to a local hospital where he was pronounced dead.
The investigation into the homicide moved swiftly. Less than two weeks later, on June 14, 2023, the Baltimore County Police Department announced the arrest of 27-year-old Deangelo Fulton in connection with the fatal shooting. Fulton was subsequently charged with first-degree murder and a firearms-related offense. Following his arrest, he was held without bond at the Baltimore County Detention Center. While authorities have not publicly disclosed a motive for the killing, the investigation brought to light Eubanks' significant criminal past.
Frank Eubanks Jr. had a history that included a 2001 conviction on drug kingpin charges, which led to a 20-year prison sentence. He had served 14 years before being released. More recently, in December 2018, he was convicted of being a felon in possession of a firearm and received a five-year sentence, from which he was also granted early release. At the time of his death, Eubanks was on supervised release. The investigation into his murder continues as authorities work to understand the circumstances that led to the deadly encounter outside the suburban bar and grill.
