In the late hours of a Thursday evening, the parking lot of the City View Bar and Grill in Woodlawn, a suburb of Baltimore, became the final scene in the life of 54-year-old Frank Eubanks Jr. On June 1, 2023, the white male was a regular patron at the establishment, known to the staff simply as Frank.
