In the early morning hours of March 13, 2024, the body of Christine Liddic-Rozzell, a 49-year-old White female, was discovered by a parent walking their child to school in Northwest Baltimore. She was found on a pathway near Windsor Hills Elementary/Middle School in the 4000 block of Alto Road. Initially, patrol officers responded to a report of a shooting at approximately 7:17 a.m. and found Liddic-Rozzell with a life-threatening gunshot wound.
Medical responders transported her to a local hospital, where she was pronounced dead.
Investigators began piecing together the events leading to her death. According to court documents, friends and associates described Liddic-Rozzell as someone who struggled with drug addiction. Homicide detectives reviewed surveillance footage from various locations. Video from Garrison Boulevard and Alto Road captured Liddic-Rozzell meeting and walking with a man at approximately 3:00 a.m. on the day of the murder. The suspect was described as a tall, thin, African American male wearing an army-style camouflage jacket, a left black boot, and a left black sneaker. Further footage showed her sending a text message at 3:14 a.m. A short time later, the man was seen returning to the pathway and then leaving at a quicker pace without shoes at 3:30 a.m.
The crime scene yielded significant evidence for forensics investigators, including a left black boot, a cell phone, condom wrappers, a used condom, suspected blood, and a face mask. A crucial breakthrough came from DNA analysis of the used condom, which contained DNA from both Liddic-Rozzell and an unknown male. When this DNA profile was entered into a national database, it returned a match on June 11, 2025, identifying the suspect as 24-year-old Kameron Oliver. In December 2025, Oliver was extradited from New Jersey to Baltimore. He has since been charged with first-degree murder in connection with the fatal shooting of Christine Liddic-Rozzell.
