In the early morning hours of June 9, 2024, a physical altercation in Salisbury, Maryland, turned fatal, ending the life of 23-year-old Franklin Abraham Perez Rodriguez of Miami, Florida. The male victim was involved in a confrontation with another man in the 700 block of E. Naylor Mill Road when the encounter escalated dramatically. At approximately 2:30 a.m., the other individual pulled out a firearm and shot Rodriguez.
Emergency services were dispatched to the scene and transported Rodriguez to TidalHealth Peninsula Regional Hospital, but his injuries proved too severe, and he was pronounced deceased.
Initially, the Salisbury Police Department responded to the reported shooting, but the investigation was soon handed over to the Maryland State Police Homicide Unit. For a time, the suspect remained at large, having fled the scene immediately after the shooting. Investigators worked to piece together the events of that tragic morning, and their efforts eventually led them to identify a person of interest in the case.
Months later, a significant break in the investigation came from a tip. On May 2, 2025, Delaware State Police received an anonymous call reporting that a man wanted in connection with the Maryland homicide was in a vehicle in a parking lot in Millsboro, Delaware. Acting on this information, Delaware State Police located the vehicle on northbound Route 113 and conducted a traffic stop. The driver was identified as Fernando Medino-Moreta, 28, of Lincoln, Delaware. Medino-Moreta was subsequently arrested in connection with the fatal shooting of Franklin Rodriguez Perez. He now faces charges of first and second-degree murder, among other related offenses, and is awaiting extradition from Delaware to Maryland to face the legal consequences of that violent encounter.
