Rakim "Roc" Russell, a 17-year-old from Salisbury, Maryland, tragically lost his life on August 2, 2015. Rakim was shot while in the parking lot of the America's Best Value Inn on North Salisbury Boulevard, just after midnight. He had been attending a party at the location when an altercation occurred.
