In the late evening hours of August 20, 2023, a vibrant life was tragically cut short on a street in Milwaukee, Wisconsin. Carlos Uel Cruz Resto, a 55-year-old Hispanic man known for his compassionate and joyful spirit, was fatally shot near the intersection of 16th and Bruce in the Walker's Point neighborhood. Friends and family remember him as a man who loved to make others smile, often donning a new wig or costume to bring laughter to those around him.
His energy and charisma left a lasting impression on everyone he met.
The events that led to his death unfolded around 9:40 p.m. Surveillance video from the area captured Mr. Cruz Resto walking in the street holding a Puerto Rican flag. An altercation began when he approached a silver SUV and swung the flagpole at an individual who had exited a white Toyota Highlander that had pulled up alongside. As the two were posturing to fight, a passenger from the Highlander, a 16-year-old male, also got out, seemingly to watch the confrontation.
Moments later, the teenager ran back to the front passenger seat of the Toyota, stood up on the floorboard, and fired at Mr. Cruz Resto, who then fell to the ground. The white SUV, which had distinctive damage to the driver's side door and rear quarter panel, sped away from the scene with its passengers hanging out of the windows. The incident sent shockwaves through the community, highlighting the persistent issue of gun violence.
Following the shooting, the Milwaukee Police Department launched an investigation and sought the public's help in identifying the suspects and the vehicle involved. Their efforts led to a breakthrough when an anonymous tip on August 31 directed Muskego police to a home where the Toyota Highlander was located. The daughter of the vehicle's registered owner admitted to driving the SUV on the night of the homicide. Subsequent interviews and the surrender of another individual involved in the initial altercation led to the arrest of the 16-year-old suspect on September 1. He has since been charged with first-degree reckless homicide. According to a witness, the shooter later traded the gun used in the incident for another weapon.
