On a warm summer evening in Kent, Washington, on July 15, 2023, a dispute outside the Phoenix Court Apartments turned fatal for Jeffery Ray Winn, a 43-year-old Black/African American man from Seattle. The incident, which unfolded around 8:15 p.m., was preceded by an argument involving several males near a stairwell of the apartment complex. Multiple gunshots were fired, causing people to scatter and some of the individuals involved to flee in a dark-colored sedan before police arrived.
Responding to 911 calls, Kent Police officers arrived at the scene within two minutes to find Winn lying in the parking lot with a gunshot wound to the chest. They immediately began life-saving measures, applying a chest seal and performing CPR before paramedics arrived and transported him to Harborview Medical Center in Seattle, where he succumbed to his injuries. The King County Medical Examiner's Office later confirmed that his death was a homicide caused by a single gunshot wound.
The investigation into Winn's death led Kent Police detectives on an exhaustive search for the person responsible. A critical piece of evidence was a cellphone left behind at the crime scene. This, along with video surveillance from the apartment complex and witness statements, pointed detectives toward a suspect. On August 9, 2023, Kent Police, with the assistance of Valley and King County SWAT teams, arrested 25-year-old Jaiquane Sherrod Wheeler at the very same apartment complex where the shooting occurred. Wheeler was taken into custody without incident after he responded to police demands to exit an apartment.
Following his arrest, Jaiquane Sherrod Wheeler was charged with second-degree murder for the death of Jeffery Ray Winn and first-degree assault for allegedly shooting at another man during the same incident, striking that man's cellphone. According to court documents, a witness saw the shooter chase Winn after firing at him, and after Winn fell, the shooter went through his pockets, saying something to the effect of "Where is it?". Investigators found selfies of Wheeler on the recovered cellphone, and the phone's number was also associated with him. During an interview with detectives, Wheeler admitted to going through Winn's pockets because he thought Winn might have taken his phone, but he denied shooting him. Wheeler claimed he saw a gun on the ground, picked it up, and chased Winn. He also stated that he shot at the ground near the other man. Wheeler, who had reportedly been living in Washington for less than a year after moving from Chicago, pleaded not guilty to the charges. His bail was set at $2 million. The Phoenix Court Apartments had been the location of numerous violent crimes that year, and the police chief noted that they were taking steps to address the ongoing issues in the neighborhood.
