In the Lloyd District of Portland, Oregon, a life was tragically cut short on the evening of Tuesday, September 10, 2024. Anthony J. Garland, a 44-year-old White male, was fatally shot near Northeast Grand Avenue and Northeast 6th Avenue. North Precinct officers responded to reports of the shooting at approximately 5:30 p.m. and discovered Garland deceased at the scene.
The Medical Examiner later confirmed that the cause of death was a homicide by gunshot.
The investigation into Garland's death was swiftly undertaken by the Homicide Unit of the Portland Police Bureau. Detectives developed information that pointed to 31-year-old Estabon Ramirez as a suspect in the murder. Following a request from the Multnomah County District Attorney's office, an arrest warrant was issued for Ramirez. Homicide detectives then circulated an informational flyer to fellow law enforcement personnel.
On the morning of Friday, September 27, 2024, a Portland Police patrol officer from the Central Precinct was in the area of Northwest 14th Avenue and Northwest Couch Street searching for a suspect in an unrelated case when he recognized Ramirez. The officer called for backup, and numerous officers quickly responded to the scene. After formulating a plan, they successfully took Ramirez into custody. He was transported to the Detective Division before being booked into the Multnomah County Detention Center on the warrant for Murder in the Second Degree and Unlawful Use of a Weapon. It was also discovered that Ramirez had four other unrelated arrest warrants. The family of Anthony J. Garland was notified of the arrest.
