On November 26, 2023, Raphael V. Carter Jr., a 62-year-old resident of Indianapolis, Indiana, was found dead in his apartment on the near east side of the city. The incident occurred in the 100 Block of N. Oxford Street, where police from the IMPD East District were called to the scene early Sunday morning. Upon arrival, officers discovered Carter Jr. lying in a pool of blood next to his wheelchair, having suffered two gunshot wounds to the head.
