On June 8, 2023, Kyron Goode, an 18-year-old resident of Waukegan, Illinois, was fatally shot outside the Barwell Manor Apartments in the 500 block of South Genesee Street. The Waukegan Police Department and Waukegan Fire Department responded to a report of a shooting around 2:33 p.m. and found Goode, who had been shot in the face and chest, inside an apartment at the complex. He was transported to Vista Medical Center East in Waukegan, where he was pronounced dead shortly after arrival.
The investigation led by the Waukegan Police Department identified two suspects involved in the shooting. The first suspect, Larry Mackins, a 17-year-old from Waukegan, was charged with three counts of first-degree murder. Mackins was identified through video surveillance showing him firing shots from the rear passenger seat of a suspect vehicle. The vehicle was later spotted traveling northbound through Zion toward Wisconsin, where Mackins was arrested by the Kenosha Police Department. He was extradited to Illinois and held on a $3 million bond, with his case being handled as an adult.
The second suspect, Devion Washington, an 18-year-old from Waukegan, was also charged with first-degree murder. Washington was arrested on June 30, 2023, following a SWAT operation conducted by the Northern Illinois Police Alarm System (NIPAS) at a residence in the 900 block of Pacific Avenue in Waukegan. During the arrest, police found an assault rifle, a loaded magazine, and assorted ammunition. Washington is being held at the Lake County Jail on a $5 million bond.
In addition to the arrests of Mackins and Washington, Quenta Washington, a 38-year-old, was taken into custody in connection with the rifle found during the arrest of Devion Washington. Quenta was arrested in Mundelein and booked into the Lake County Jail.
