On the evening of July 17, 2023, Robert Lavender, a 44-year-old man, was resting on a bench in the 600 block of Monroe Street, Northeast, in Washington, D.C., after finishing his shift as the manager of the BGR 'Burgers Grilled Right' restaurant near Catholic University.
