In the early morning hours of a Friday in mid-December, the quiet of a Northeast Washington, D.C. neighborhood was shattered by violence. On December 15, 2023, police responded to a call about an unconscious person in the 600 block of Hamlin Street, Northeast. Upon their arrival at approximately 8:15 a.m., they discovered a man suffering from gunshot wounds. The man, identified as 37-year-old Marcus Vines, a resident of Northeast, D.C., was pronounced dead at the scene. He was a male.
