In a city grappling with violence, the life of 15-year-old Niomi Russell was tragically cut short on a Sunday night in Washington, D.C. The female teenager was visiting friends in her old Southeast neighborhood on April 14, 2024, a place her family had moved from only three days prior in search of a safer environment. Just after 10:45 p.m. in the 2400 block of Elvans Road SE, the sounds of gunshots pierced the night.
