In the early hours of July 5, 2023, the quiet intersection of Hillside Avenue and Kellogg Street in Waterbury, Connecticut, became the scene of a tragedy. It was there, at approximately 4:30 a.m., that officers responded to a report of an unresponsive person. The individual was identified as Jacqueline Ward, a 42-year-old Caucasian female from Waterbury.
