In the early morning hours of November 1, 2017, the quiet of a Tucson, Arizona neighborhood was pierced by the stillness of a vehicle left running in the roadway. Inside, 43-year-old Jose Ramon Lopez was found in the passenger seat, his life taken by gunshot wounds.
