On December 14, 2019, Samantha A. Boyd, a 36-year-old White woman, was killed in Tucson, Arizona. The events leading to the discovery of her death began in the afternoon when Tucson Police received a call from a man who identified himself as Victor A. Parsons, Boyd's boyfriend. Parsons claimed that both he and his girlfriend had been assaulted and were injured inside his apartment.
When officers arrived at the apartment complex, the situation quickly escalated.
Neighbors reported seeing Parsons walking around outside the apartment building armed with a shotgun and yelling. Police officers contained the area and began evacuating nearby apartments for safety. Crisis negotiators and the SWAT team were brought to the scene and established communication with Parsons, who confirmed he was armed and that his girlfriend was injured inside.
For several hours, negotiators attempted to convince Parsons to exit the apartment peacefully and unarmed, but he refused. Later that evening, just after 8:30 p.m., Parsons emerged from the apartment holding the shotgun. At that point, a SWAT officer fired his weapon, striking Parsons. Despite attempts to render aid, he was pronounced dead at the scene. Upon entering the apartment, officers discovered the body of Samantha Boyd. Investigators concluded that Parsons had killed her earlier in the day.
