In the early morning hours of August 17, 2022, a sense of unease settled over a Phoenix neighborhood as police responded to a call of a person lying in the roadway near the I-17 Freeway and Northern Avenue. Arriving at the scene, officers discovered a young man on the ground with apparent gunshot wounds. He was rushed to a local hospital, but tragically, the 16-year-old male, later identified as Jose Cordova Torres, succumbed to his injuries.
