In the early morning hours of January 31, 2024, a sense of unease settled over a Tucson, Arizona apartment complex. A 911 call was placed, reporting an unresponsive male discovered in a common area. When the Tucson Fire Department and police arrived, they found 33-year-old Devon Craig Frank, who was pronounced dead at the scene. It was soon determined that he had been the victim of a shooting.
