On February 11, 2007, at approximately 3:35 a.m., 29-year-old Kenwania Brooks was fatally shot outside the Elsmere Skating Center, located at 215 New Road in Elsmere, Delaware. Officers present at the event reported hearing gunshots and, upon investigation, discovered Brooks suffering from gunshot wounds. Despite prompt medical attention, he succumbed to his injuries.
