Marcos Plasencia, 31, male, was found mortally wounded inside a vehicle on New Year’s Eve 2023 after Elsmere police were dispatched at 10:57 p.m. to the 400 block of New Road for what was first reported as a single-car crash. Officers discovered he had been shot multiple times and was pronounced dead at the scene. Authorities believe he was shot in his vehicle somewhere in the immediate area. He was identified as a Wilmington resident.
