On the evening of April 3, 2014, a tragic case of mistaken identity led to the death of Theodore Jackson, a 39-year-old African American man, in Wilmington, Delaware. At approximately 8:47 p.m., at the intersection of Elm and South Harrison Streets, Jackson was shot multiple times in the torso.
