In the early morning hours of March 8, 2015, the life of 32-year-old Shelton Johns, a Black male from Wilmington, Delaware, was tragically cut short. A passing motorist discovered a minivan that had veered off northbound U.S. Route 13 and into a ditch near the I-495 on-ramp in New Castle.
