Jason Mills, a 23-year-old Black male, was shot multiple times on the night of Thursday, February 25, 2016, in the Capital Park neighborhood of Dover, Delaware. The shooting happened in the area of 242 South Governor’s Boulevard. He was taken to Bayhealth Kent General Hospital in a private vehicle, where he was pronounced dead a short time later.
