Rashaad Izil Wisher, an 18-year-old Black male from Wilmington, Delaware, was fatally shot on the evening of July 8, 2018. Wilmington Police responded to a report of gunfire around 10:15 p.m. on the 2600 block of Jessup Street. Upon arrival, they discovered the young man suffering from a gunshot wound to the chest. He was quickly transported to Christiana Hospital in critical condition, but despite efforts to save him, he was pronounced dead later that same night.
