In the fall of 2007, a dispute in a parking lot in Saco, Maine, escalated into a fatal encounter for 25-year-old Seiha Serey. On the evening of October 27, Serey was at a private party held at the Howard Sports Center. An argument over drug money erupted between Serey, a male of Cape Elizabeth, and 22-year-old Andy Luong of Biddeford. The confrontation quickly turned violent, spilling out into the parking lot where it escalated into a gunfight.
The quiet of the evening was shattered by
the exchange of at least 15 gunshots as chaos ensued, with approximately 40 bystanders scrambling for cover. Serey was armed with a. 45-caliber handgun, while Luong wielded a powerful AK-47 assault rifle. In the barrage of bullets, Serey was struck in the head. He was later discovered deceased in a wooded area not far from the scene of the shootout.
Following the fatal shooting, Andy Luong fled the Howard Sports Center, leading law enforcement on a high-speed chase that wound through the towns of Buxton and Gorham. The pursuit came to an end after police successfully deployed spike mats, disabling Luong's vehicle. As officers closed in, Luong took his own life with a self-inflicted gunshot wound to the mouth. His death was officially ruled a suicide by the state medical examiner. With the death of the primary suspect, the investigation into Seiha Serey's death concluded, leaving no one to be arrested for the crime.
